How to grow

I haven't grown one yet, but here are notes from the web

Description of rooting for ocotillo (presumably the same for cirio):
  • When you receive your bare root plant, treat the roots with some kind of rooting hormone such as Superthrive. If using the powder form of root booster, apply the material to the entire root area with a paint brush, then plant in your soil mix. If using a liquid booster, soak the roots in water with a few drops of rooting hormone for a day or so before planting. This site has photos of small boojums in pots, and other “trunked” cactuses
  • Once the Ocotillo is planted, spray the canes down for a couple minutes once a day during the hot summer months. If you are in a rainy climate, the rain will be a big help. If you have a drip system installed, tie 1/4 inch drip line to one of the canes and screw on a micro-sprayer near the top of the plant. Adjust your irrigation timer accordingly.
  • Continue this process throughout the summer. You may or may not see leaves. Decrease watering as the weather cools down. The following summer, spray the canes frequently again, but not as often as the first summer. Maybe only 2-3 times per week, depending on your local humidity.
  • If you bought a larger Ocotillo of flowering size, you may see flowers the next spring. However, this does not guarantee the plant is rooted and will survive. It's just producing flowers from energy stored before it was up rooted.
  • To maximize the effect of the canes, plant it in an open area where there are no other shrubs or trees
